The 90-day board clock starts (Month 1, Week 1).

The Rebuild Her pilot moves from Planning → Interest List Open → Applications Open → Cohort Forming.
Partner outreach begins with a benefits framework.
The first operational owner is hired or assigned.
Data collection infrastructure is legally reviewed and deployed.
The dashboard begins to register real values instead of zeros.

No decision needs to be rushed. But every decision listed here blocks at least one operational pathway. The institution does not need all fourteen decided at once — it needs D01–D05 (Rebuild Her pilot) decided first. The rest can sequence behind the first cohort.
